Cengiz SOYSAL
Director, Competition
Cengiz SOYSAL, the founder of ENRE, has an extensive working experience in Turkish Competition Authority, especially on enforcement of competition law in energy industries.
After working as case handler between 1998 and 2012, he has been the Coordinator of the Department related to energy industries between 2011 and 2015. He has carried out several investigations in energy industries and has been the reporter in many energy privatisation cases such as; POAS (leading petroleum distribution company), TÜPRAS (incumbent refining company), PETKİM (petrochemical company), TEDAS (electricity distribution company) and EÜAŞ (electricity generation).
Besides competition law enforcement, Cengiz has had also role in the competition advocacy mission of the authority. He contributed to drafts of primary and secondary legislation in energy markets and took part in the sector inquiry reports of Turkish Competition Authority for electricity markets and natural gas markets.
Cengiz Soysal is a graduate of the Middle East Technical University (BSc in Management). He received MSc degree in Energy Studies from University of Dundee (Center of Energy Petroleum and Mineral Law and Policy – CEPMLP, Scotland/UK) in 2005 and MA degree in Applied Ethics from Philosophy Department of METU in 2023.
He has been the co-president of the Association of Competition Experts between 2010 and 2012.
